	What is a Supervisor: A person who manages the people who work in a field.  They're official AG title is "Supervisor" or "Super Intendent".  Above them is usually a senior engineer and then come the managers
		People under supervisors are "team leaders"


	We are working under the assumption that tablet forms are filled out by supervisors (workgroup_supervisors table) or level >= 4 managers

	Replacement Tablets
		Anyone who is a workgroup_supervisor (table name) can do a replacement request
			Sends an approval email (even though the email will be to the person making the request)

	New tablets require level 3 manager
		Requires approval like normal, including an email to level 3 manager
